治理创新模式甄别与治理评估体系重构Discrimination of Governance Innovation Model and Construction of Governance Evaluation System

摘要(Abstract)：
治理创新作为深化行政体制改革和实现国家治理现代化的重要路径,伴随治理理论深入发展已愈加被研究者和实践者所重视,但理论与现实的脱节以及学术研究与政治实践的隔阂,却给予诸多低效、短暂、了无新意和资源浪费的伪治理创新以生长空间。其中,治理涵义界定、创新层次识别和治理目标追求的模糊性辨识是阻碍治理创新进步的关键因素。因此,在解析治理创新辨识困境、创新生成机理与具体表征基础上,尝试重新建构出具备甄别与筛选功能的评估指标体系,从治理主体、治理内容、治理可持续程度和治理效能维度,解读治理创新对实践的意义与效用,为提升治理创新质量提供研究思路和操作框架,同时也对今后治理创新所需的发展环境展开探讨。
