摘要(Abstract)：

政府工具研究是当代公共管理学科中的一个新分支或新主题领域,近一、二十年来国内外的政府工具研究方兴未艾。本文评述政府工具研究的新近进展,涉及政府工具研究的脉络与主题、政府工具的分类、政府工具的特性、政府工具的选择等方面的内容。
